You may wish to add the clause in brackets that I have suggested since I think it adds to the strength of the argument without giving anything away. My only other comment is that perhaps the last sentence about China/Hong Kong cooperation should be deleted. This is implied in the bit about UK/China relations and might not go down well in Hong Kong and Peking, but I do not feel strongly about it.
