NATIONALITY BILL

1.

It is intended that the new Nationality Bill will be introduced on 14 January in time for inclusion of the introduction in the Hansard of that date. The text of the Bill will be public on 15 January and on that day the Home Office will issue a press release.

2. Governors will need to inform Chief Ministers/Advisers before news of introduction is carried by the radio and the press. We shall confirm date of introduction of Bill as early as we can and at the same time tell them the day on which they can speak to Chief Ministers/Advisers.

3. I enclose a draft telegram to Governors and a draft Guidance telegram which we hope will issue well before introduction day in order to allow posts to study previous papers and to prepare themselves for briefing and answering enquiries.

I should be grateful for you comments by close of play on 8 January.
