Following Mr Donald's eating yesterday, I attach a draft telegram to the Governor of Hong Kong. that is necessary for massaging purposes.

On the question of Schedule 1, Mr Raison gave the necessary assurance in the Debate that it would be looked at in Committee. I have included in the telegram an undertaking that we will press the Home Office for flexibility on Paragraph 1(3). I realise that at the meeting this was not considered a likely starter. However, I have since discussed with Mr Ford, who has underlined the importance of the FCO being seen to represent Hong Kong's point of view for presentational reasons. I have, as you see, gone on to underline the difficulty of getting any movement on this point.
Mr Ford tells me that Sir P Bryan has arranged for two Conservative MPs, Mr Lyons and Mr Whitney, to get on to the Committee and to look after Hong Kong's interests. He has informed Hong Kong who are cheered by this.
