POINTS TO MAKE

Thank you for your clarification of discussions with Howard.
Latter now seems to want FCO to push case for Hong Kong Government
contribution. Howard to see Secretary of State on 25 June.
We
will ensure that he is put straight on financial position and also
on a number of political points where he is off course.
2.
Position on finance is still as described in our
Telegram Number 539. No final decision on funding of proposed
relay station can be taken yet.
