Thank you for your letter of 17 July about the

proposed Hong Kong relay station.

Obviously we must avoid any misunderstanding on

the possibility of Hong Kong contributing to the

project. We have checked with Sir Philip Haddon-Cave

on how he sees the position. He has explained that in

speaking to you he was making the point that, provided

a convincing case could be presented that the relay

station would be in Hong Kong's interests, the Hong

Kong Government would consider contributing to the

project. The level of any contribution would be a

matter for discussion. He did not, however,' wish to

give you the impression that Hong Kong would pay all

the costs of the project, or indeed to specify the form

in which a contribution might be made.

This is very much in line with what the Governor

has told us. I am sure you will agree that it is as

far as the Hong Kong Government can reasonably go,

bearing in mind that any proposal which they might

make for a contribution would have to be authorised by

the Executive or Legislative Council.
