I am not altogether surprised; I suspected that an official approach might produce a rather more guarded reaction than I had received. I very much hope that the case can be put sufficiently strongly for the Hong Kong Government to be persuaded that they should produce a substantial proportion of the cost. Antyhing which can be done to accelerate the provision of this transmitter would, I believe, be of great benefit to our relationship with China.
