1. I submit a draft reply from the Private Secretary

to a letter of 22 August from the Chairman of the BBC,

Mr George Howard, about the proposed relay station in

Hong Kong, which would improve the audibility of broad-

casting to N. China.

2. This correspondence centres on the question of a

Hong Kong Government contribution towards the costs of

the project.

Mr Howard has written two previous letters

on 25 June and 17 July. He (mistakenly) has the impression

that the Hong Kong Government is prepared to pay a large

proportion, if not all, of the costs. The Secretary of

State's letters of 8 July and 4 August made Hong Kong's

(39) position clear.
