dropped, nor whether Xiao would have been allowed to appear to face the charges. As it was we managed to move fast enough to prevent the case being referred to in open court. So far the press have not got wind of what happened. I hope they will not.

I called in NCNA on 29 August to explain what had been done and rap them over the knuckles about Xiao's behaviour. As you will see from the attached record of conversation they have decided to send Xiao back to China and lecture the rest of the staff on the Hong Kong law. I did not wish to demand Xiao's removal for a minor offence, but I thought they might take this action and am glad that they have done so.
