The cost of the interim arrangements are difficult to
estimate as the level and speed of take-up by operators cannot be foretold. However it is considered that the maximum amount of payment that might be required is $5 million. Any payments would be made in arrears and on the production of satisfactory accounts.

The scheme is likely to be welcomed by parents and students alike and also by the news media. School authorities may not relish any additional work load. Although the exercise to review the student travel subsidy scheme has been independent of other transport issues, it will clearly be seen by the public as being related to the more general issue of transport fare increases and accordingly may be viewed in some quarters with a degree of suspicion.
