Discussions have been held with the franchised public transport companies and with the Mass Transit Railway Corporation (MTRC) and the Kowloon-Canton Railway (KCR) with a view to seeking the operators' views on the scheme (see paragraph 8) and specifically on the detailed manner of its operation.

The Basic Scheme in Outline

b The scheme should ideally apply to all full-time students aged 12 and over, including first degree university students, up to a given age (say 25 years) and in possession of a valid Hong Kong identity card. It should aim to provide travel at half of the full adult fare rounded up to the nearest 10¢ on all franchised modes of transport, the Mass Transit Railway and the Kowloon-Canton Railway for all journeys (except luxury/express services) during operational hours, seven days a week throughout the year. It is also intended that the existing arrangements whereby some companies offer half-fares to children under the age of 12 should be extended to all operators in respect of services included in the new scheme. Such arrange - ments would not attract any compensatory payment from the Government. The operators covered by the scheme are:

Students will apply through their schools or other educational institutions to the Transport Department for a Student Travel Card. The cards will be issued annually at a charge set to recover the full administrative cost of the scheme rounded up to the nearest dollar. This is expected to be of the order of $10.00 per card. Each card will be numbered and security printed with the name, sex, identity card number, signature and photograph of the holder. The card will be valid from September to September of the following year and will be strictly non-transferable. Arrangements will be made to replace lost or stolen cards. Any student using a Student Travel Card to travel on franchised services and services of the MTR and KCR may be required to produce the card on demand for inspection by Government or the operators' inspectors.
