NOTE FOR EXECUTIVE COUNCIL

STUDENT TRAVEL SUBSIDY

Introduction

At the Executive Council meeting of 1st April 1981 after considering XCC(81)28, (annexed) the Council advised and the Governor ordered:-

"1 (a)

(b)

that a scheme of student travel concessions along the lines of the scheme outlined in paragraphs 6 and 7 (as modified in subsequent paragraphs) should be accepted in principle;

that the specific modifications set out in paragraph 11(iii) and (iv) should be accepted, with the exclusions clearly defined;

(c)

that the scheme should come into operation in September 1981 (paragraph 13); and

(d)

that the interim arrangements indicated in paragraph 14 should be adopted,

subject to the voting of funds in the usual manner by the Finance Committee of the Legislative Council.

On the 13th May 1981, Finance Committee approved the provision of funds to permit the extension of the existing scheme of subsidies for students travelling on public transport to the Mass Transit Railway Corporation, the Hong Kong and Yaumati Ferry Company Limited and the New Lantau Bus Company (1973) Ltd., until the end of the current school year.

The New Student Travel Scheme

The Working Group on Student Travel Subsidy has now worked out the details of the new scheme which will be administered by the Transport Department and will come into effect in September 1981 subject to the voting of funds by the Finance Committee of the Legislative Council. An item to provide for this is included in the Finance Committee agenda for its meeting on 22nd July 1981.
