Financial Implications

The table of Financial Implications at the end of this chapter, shows the estimated cost of implementing most of the proposals contained in this Green Paper. All costs given represent additional costs and as some are interdependent they are calculated in such a way that where appropriate a costing is based on the assumption that previous proposals in the costing table will be implemented. In this way, the total at the foot of each column represents the total additional cost if all the proposals are to be implemented.

12.2

All staff costs are based on the mid-point of the appropriate salary scale as at 1 September 1979 and on-costs have not been included.

12.3

It has not been possible to cost a number of proposals as the costs depend on factors which have yet to be determined. These are as follows:

(a)

the creation of a curriculum development team of serving teachers for drawing up a kinder- garten curriculum;

(b)

increased training for music teachers;

(c)

training of teacher trainers;

(d)

control of entry to Primary 1;

(e)

the establishment of a record card system for primary pupils;

(f)

a few new primary schools to be Government rather than aided schools;

(g)

modification of primary schools to accommo- date disabled children;

(h)

training of remedial teachers;

(i)

additional Education Department staff for the administration of kindergartens;

(j)

the establishment of a Media Production Services Centre in the New Territories in due course;

(k)

the establishment of a teachers' centre;

(1)

the provision of electric duplicators to replace hand duplicators in large primary schools;
