OVERALL REVIEW OF THE EDUCATION SYSTEM

On 18th December 1979, after considering memorandum XCC(79)113 on the overall review of the education system, the Council advised and the Acting Governor ordered that the compilation of a 'Country Report' should be put in hand. On 2nd December 1980, after consideration of memorandum XCC(80)128 on the same subject, the Council advised and the Governor ordered that an overall review of education policy should be undertaken as described in the memorandum, with assistance provided by the Organisation for Economic Co-operation and Development (OECD).

The 'Country Report' has now been completed in consultation with OECD officials, who have provided guidance and advice on the general approach and content. The first part of the report covers five main areas: (a) a description of the Hong Kong background and an account of the main characteristics of the education system (chapters 1 and 2); (b) the administration, policy formation, planning and financing of education, and the provision of places (chapters 3, 4 and 5); (c) tertiary education and teacher education (chapter 6); (d) the establishment and maintenance of standards in the school system (chapter 7); (e) further developments in education (chapter 8). The second part consists of appendices to the main report: these include an account of the development of education policy from 1963 to 1980 and a description of the various selection and allocation procedures of the school system.

The report has been compiled primarily for the information of the independent Panel of Visitors (formerly described as 'examiners') so that they may proceed with their preliminary examination of the education system prior to their main visit to Hong Kong, now scheduled to take place in October-November 1981. The report will be published after the conclusion of the review in 1982. The principal policy documents concerning education and other relevant reports have already been sent to the Visitors.
