of defining the kinds of staff which it needs and then attracting staff which match those needs. Course goals and staff profiles clearly interact, (4.1). Leadership throughout the College is of variable quality. Some courses will only attain parity if new leadership can be brought in: in other cases, CNAA has found leaders of real ability and commends their efforts in helping their staff to do so much with such slender resources. The problem which CNAA has identified in this key section of the report could only be solved by major government support for recurrent funding.

Capital Funding
The College is to be commended on successfully completing so many major capital programmes, and in attracting funds for further programmes for which construction is about to commence. But although these capital programmes will provide laboratories, there is a risk that they may prove to be little more than empty spaces, or certainly they will be inadequately equipped. While the College is to be commended on the quality of education currently offered with such slender resources by way of laboratory equipment, major re-equipment programmes in all laboratories are essential, starting with equipment programmes for the new laboratories and going on to re-equip the labor- atories which will remain in use in the existing buildings. Most, but not all, laboratories are equipped at a level which is wholly inappropriate for the work being carried out and even more inappropriate for that which is really needed, in that teachers often have to alter their teaching away from meeting their preferred aims so that their teaching programmes can be supported with the slender equipment available. some cases, sophisticated modern equipment has been purchased; but cases have been noted where items of relatively expensive equipment are orientated towards research at a time when student needs should have a higher priority, and in other cases changes in staffing have led to equipment which met a need at the time of purchase no longer realising its potential.

Library stocks are inadequate and dated and additional library staff will be needed to enhance the service to reach levels comparable to the other institutions in Hong Kong.
