Introduction

At the Executive Council meeting of 2nd December 1980 after considering memorandum XCC(80)131 on Student Travel Subsidy (a copy of which is attached as Annex A), the Council advised and the Governor ordered:

that consideration of the proposed scheme as described in paragraphs 12 and 13 of the memorandum should be deferred until the first week in January to permit the Chief Secretary to examine and report back on :

(a) the levels of subsidy proposed in paragraph 17

of the memorandum, with a view to adjusting them to make them more acceptable to the public; or

(b)

in the event of the examination of (a) proving unfruitful, the possible measures which might be taken to overcome the major objections to the present scheme, as listed in paragraph 4 of the memorandum.

The adjusted levels of subsidy

In accordance with paragraph 1(a) above, the Working Group on Student Travel Subsidy examined the levels of subsidy proposed in paragraph 17 of Annex A, which were as set out below :
