Projects to provide 50 minor staff quarters were approved in the 1972-75 and 1974-78 capital programmes. A further 40 units were approved for 1978-81. The three programmes will be combined, and all the 90 units will be developed on one site at Pokfield Road. Little progress has been made so far, and it is unlikely that the project can be completed until 1982-83.

The Chinese University of Hong Kong

CUHK's 1978-81 capital programme includes various projects which should be largely completed by 1982.

Polytechnic

Construction of the Polytechnic's Phase IIA is near completion, and the building should be ready in early 1981.

On completion of the 111 flats on a site just a few minutes walk from the campus in December 1980 and 57 flats in Sha Tin (Stage I) in August 1981, the Polytechnic will own a total of 168 flats for their eligible staff.

Construction is scheduled to start on a project to provide 40 minor staff quarters in November 1980 for occupation in early 1982.

New procedures on capital programme

Hitherto capital recommendations were submitted together with block grant estimates. This has led to the following difficulties

(a) the lead time for capital projects considerably

exceeds the recurrent grant period of three years,

and attempts directly to link capital programmes to

recurrent planning have become increasingly unrealistic. A longer view has to be taken; and
