Dr. F.C. Chen asked whether the mixture of degree and

sub-degree work in the Baptist College would be considered at

a later stage. The Chairman affirmed that this was a matter

for the UPGC to decide. Dr. Chen thought the proposed line

matem content

was tantamount to the eventual creation of a third university.

The Chairman said this was possible, but the sequence, as he

saw it, was (a) to bring the college up to standard; (b) to

introduce а limited degree programme; (c) to decide an appro-

priate mixture of degree and sub-degree work.

With the

Polytechnic the Baptist College would then constitute the

advanced sector of education in Hong Kong.

The proposals in paragraph 37 and the proposal to put

these to the Executive Council were endorsed by the Committee,

subject to any modifications which might seem desirable in the

light of the forthcoming meeting with the two Presidents.

The Chairman thought the Committee's report might well say

that Lingnan College could do sixth-form courses well though

any alternative suggestions by Members would be welcome.

Secretary, UPGC stated that careful thought needed to be given

to the problem of the interim period at the Baptist College

the present proposal to increase financial assistance

(recommendation (ii)) - did not meet the problem sufficiently.

The Director of Education suggested that the approach to the

Executive Council should be in the context of the CNAA report,

but that the Committee's proposals could be embodied. This

should help to expedite action.
