Background

These notes have been developed following a dialogue between the Chief Officer of CNAA and the Secretary of U.P.G.C. extending over the period 1978 and 1979. The paper is a particular response to the invitation set out in the letter to Dr. Kerr (Chief Officer, CNAA) from Mr. Bremridge (Chairman, UPGC) dated 3 December 1979 and the reply dated 12 December 1979.

The basis of the agreement between CNAA and UPGC

The relationship between CNAA and the UPGC has been established to provide an independent source of advice to UPGC. This advice concerns the academic quality of specified courses in the Polytechnic which UPGC might recommend to the Hong Kong Government as being appropriate for the award of degrees.

The validation of each course, (and of wider aspects of the Polytechnic bearing on the quality of the courses overall) shall be made by the U.P.G. C. based on the advice received from the CNAA. UPGC will normally expect to advise the Polytechnic of the nature of the recommendations contained in the reports from the CNAA and of the strengths and weaknesses identified.

Assessments for the purposes of validation shall be made by validating advisory teams appointed by CNAA.
