Since 1 July 1967 when the first triennial block grants came into operation at the Universities there have been many fresh developments in higher education in Hong Kong; and with the inauguration of a dental school, a second medical school, and para-medical studies, such developments are continuing and will no doubt continue for many years to come. There have moreover been significant developments outside the strictly defined UPGC sphere of action, such as the forthcoming review of post- secondary and technical education, which will be of great important to the UPGC. The picture presented by the three institutions for which UPGC has responsibility is encouraging. It is of three soundly based institutions, very differently organised and with very different styles and approaches, serving somewhat different ends, and inevitably therefore using different means in pursuit of these ends. When their apparent faults are considered alongside their undeniable virtues they are institutions serving Hong Kong well, and worthy of a continuation of the support from Government and the tax-payers that they have had in the past.
