Polytechnic Staffing
The Polytechnic has made proposals for both a substantial reduction in the teaching load of its staff and for an improvement in the number of senior posts. These proposals are expensive, and in our recommendation we have only made provision for the latter of these requests. We accept that average teaching hours in the Polytechnic are high, and that in the long run, the up-grading of the
institution will call for some reduction to enable staff to
make greater efforts in research and consultancy. We note, however, that the high standard of management at the Poly-
technic ensures that teaching loads are shared in a reasonably equitable way, and,
and, in our judgement, strengthening the seniority structure must take priority for the next triennium.

Complementary Studies
We now
We had not previously supported the Polytechnic's proposals for complementary studies; i.e. studies complementary to students' central, vocationally orientated courses. consider that the Polytechnic is in a position to make a useful start in this area along the lines included in their Academic
Development Proposals.
General matters

Several matters affect more than one institution,
and can best be commented on in a more general form. These are

Arts and Social Sciences
Both universities' proposals in these subject areas
were constrained by the very small numbers of additional students planned for the new triennium. Our financial proposals do not. allow for any significant increase in expenditure, although we anticipate that within the funds available for maintaining the present level of activity a number of academic developments and improvements in the working of these faculties will be possible.
