Agenda Item 11 : Policy towards the Post-Secondary Colleges (Paper CRE/63)

The Chairman drew attention to the recommendations at

para 37 of this paper. Referring to the CNAA report, the

Secretary for Economic Services enquired whether the Lingnan

College authorities were enthusiastic about the college's

operations, considering its apparent failure, and whether conclusions about the quality of one faculty had been unfairly

used to draw general conclusions. The Chairman confirmed the

serious intentions of the college's Board of Governors and

stated that CNAA had validated the institution as a whole

before looking closely at the Faculty of Business. The

Director of Education, in reply to the Secretary for Economic

Services, stated that the college was beyond redemption as a

post-secondary institution, the main problem being the quality of its management. The Secretary for Social Services drew

attention to the CNAA view that a post-secondary college with

enrolment of only 1000 was unviable.

Dr. Daniel Lam suggested that the Committee should defer

discussion of the paper until the oral evidence meetings had

been held as scheduled with the Presidents of Baptist and

Lingnan Colleges : otherwise there was a risk that the

Committee would be accused of pre-empting the views of the

college authorities. The Chairman disagreed on the grounds

that there was insufficient time for this: however, any

views taken today could be modified if necessary in the light

of the oral evidence meetings. The Secretary for Social Services

mentioned that copies of the relevant sections of the CNAA

report had already been sent to the Chairman of the Board of

Governors of each college.
