These proposals were then adjusted to include a new system for minor works and eruipment grants essentially showing funds for teaching equipment as part of the recurrent block grant and not as part of capital projects. They were also adjusted to show non salary expenditure at mid 1981 prices, assuming inflation of 14% p.a. from mid 1979, which the Committee took as the starting point in assessing the grant requirements for 1981-84.

The proposals from the institutions adjusted accordingly would have required a total grant to the three institutions of $615m for 1983-84. A further grant of about $105m per annum would be required for 1980 salary revisions, which would have required a grant of $720m in 1983-84. Our actual recommendation

is $630 million.

The Committee's examination of the institutions' proposals

The institutions' submissions are primarily estimates of total expenditure, divided into "Existing Activities" and. "Development". It is the level of total expenditure with which the UPGC is mainly concerned. Only when this has been agreed does the Committee turn to income projections and deduce what grants may be needed. The year used for making comparisons is the latest for which actual expenditure can be certified, which in this case is the academic year mid-1979 to mid-1980 that is, the middle year of the triennium 1978-79 to 1980-81. The Committee believes that this year is for its grant assessment purposes sufficiently typical to be a reasonable base for starting its calculations.

The Committee began by examining the 1979-80 direct (teaching) unit costs by faculties at the Universities and by departments at the Polytechnic. It was agreed that the 1979-80 direct unit costs should be used as the figure for 1983-84.. calculations of grant. These were to be used at full rate for existing students and at marginal rates for extra students.
