in the current (and final) year 1980-81 in respect of which a supplementary grant for non-salary expenditure has been approved, was much as expected in relation to the growth achieved. At HKU each year's income and expenditure are expected to balance. the other two institutions small triennial deficits are likely, but neither the institutions themselves nor the U.P.G. C. are. unduly perturbed about them. The Polytechnic spent rather rapidly against its income in the first two years, and in mid-1980 was in deficit to the tune of some $8m. It hopes to recover the position by budgeting for a surplus in 1980-81.

At the two universities our examination of recurrent
expenditure in the triennium in relation to increased student numbers (other than extra mural) shows that HKU clearly remains more expensive than CUHK in terms of annual unit costs. For example its staffing levels and particularly wide spread of subjects in Arts have resulted in the relatively high unit costs at HKU in this area. At CUHK annual teaching unit costs for Science and Social Science are about 20% lower than those in HKU, although the cost per graduate produced is about 10% greater, bearing in mind their four year degree pattern. The question of differences in teaching costs between institutions, and within institution between subjects, is complex. The Committee intends to review such costs more systematically, on an annual basis. The different nature of the costs of staff housing at HKU accounts for most of the difference between the indirect costs (i.e. those apart from teaching department costs) in the two univer- sities. In 1979-80 these were $17,251 per student for HKU and #12,112 at CUHK.
