The Committee considers that the 4% rate should be applied to both universities, taking account of the preemption of the total growth by the new medical school at CUHK and of the new dental

school at HKU. The UPGC has been able to examine revised estimates from the universities to achieve a 4% growth rate in 1981-84. The new target for 1983-84 is 11,620 students. The

targets are then 6,130 at HKU and 5,490 at CUHK.

Within the indicated student population at the two universities is included the development of a new medical school at the Chinese University of Hong Kong and a dental school at the University of Hong Kong. Although funding of these activities will eventually be achieved through the triennial block grants, this is unlikely to be practicable until after the 1984-87 triennium. Developments will accordingly continue to be funded through fully earmarked grants, outside the triennial block grants for 1981-84。。

Proposals for part-time degrees, in respect of which the student numbers are additional to the main targets, are also being considered outside the triennial block grants, and separate earmarked grants are recommended. These proposals will be further examined in the context of the decision by the Governor- in-Council on 2 September 1980 that a committee would be set up to review the overall position of post-secondary education.

As regards degree courses at the Polytechnic in the 1981-84 triennium, our recommendations include funds for the courses indicated in the Chairman's letter of 29. September 1980 to the Chief Secretary (Appendix B).
