Recommendations on Recurrent Subventions for the Universities and the Polytechnic for the

Triennium 1981-82 to 1983-84

Introduction

The University and Polytechnic Grants Committee (UPGC) has submitted advice on recurrent subventions for the Univer- sities in November 1966, December 1969, and November 1973; for the Polytechnic in May 1972, December 1973, and December 1975; and for the Universities and the Polytechnic in November 1977.

Our recommendations for the next triennium 1981-82 to 1983-84 are contained in paragraphs 63 64 below.

In 1977 the UPGC examined the uncosted academic development proposals and the costed estimates of all three institutions together for the first time. The proposals for 1981-84 have been similarly examined in March 1980 when the Committee ndertook a visitati n to all three institutions to discuss their academic development proposals, and in September 1980 when the Committee met again in Hong Kong to discuss the institutions' estimates. This has enabled the Committee to develop the common approach to all three sets of estimates initiated in 1977, examining unit costs and applying marginal costs for additional students in individual faculties, divisions, and departments. This system works well at the Universities, where the student population is essentially homogeneous. The Committee has become aware, however, of the need at the Poly- technic to take into account in this system the wide variety in students' mode of attendance and level of study. That it has been possible to make progress in examining this problem is due to the high standard of management information available in the Polytechnic.
