the proposed interim development of Baptist College, subject to the voting of funds by the Finance Committee of the Legislative Council, where necessary, should be approved viz :

(i) the $2,500 notional fee deduction should be removed from the capitation grant for the first two post A-level years as outlined in paragraphs 23 and 24;

(ii)

the capitation grant should be extended to the third post A-level year as outlined in paragraph 25;

(iii) the capitation grant should be paid on agreed

places rather than on actual enrolment as outlined in paragraph 26;

(iv) the balance of $713, 530,19 of the loan issued

in 1975 for recurrent expenditure should be written -off, and repayments on the Academic Community Hall loan should be suspended as outlined in paragraph 27;

(v)

(vi)

the finance scheme for post-A level students should be aligned with that for students at the universities and the Polytechnic from 1982/83, subject to the College undertaking not to increase fees beyond $3,600, as outlined in paragraph 28 to 29;

a grant of up to $25 million should be provided for the purchase of modest staff accommodation, as outlined in paragraphs 30 to 32;

(vii) proposals for draft legislation incorporating the

points set out in Annex E, should now be

discussed with the Board of Governors of the College.

(The Secretary for Social Services (Mr E. P. HO), the Director of Education (Mr C. HAYE) and the Chairman, Committee to Review Post-Secondary and Technical Education (Mr K. W. J. TOPLEY) will attend before the Council for the discussion of this item).
