At Miss Adams's lunch yesterday for Mr Coates of Middle East Department, Mr Stutterheim, Director for General Affairs at the MFA, told me that he was hopeful that the Netherlands would be able to do more in taking Vietnamese refugees from Hong Kong. As we knew, Dutch decisions were based on the recommendations of the UNHCR in Geneva. Mr Stutterheim indicated that we could with advantage apply, renewed pressure to the UNHCR with a view to their suggesting the Dutch Government favoured treatment for Vietnamese refugees in Hong Kong e.g. on the grounds that they had already been a long time in the Colony, that they now spoke English (and were thus more easily assimilable into Dutch society) etc. recommendations from the UNHCR in this sense would be very useful to the MFA in helping to quell remaining doubts else- where in the Dutch Government machine that Vietnamese refugees in Hong Kong were really so deserving.

I am writing to advise you of a forthcoming visit to South America by Dr. Karl Stumpf, Director of the Hong Kong Christian Service. Dr. Stumpf is Vice- chairman of the Executive Committee of the Hong Kong Community Council for the Resettlement of Vietnamese Refugees, a body made up partly of Government officials and partly of leading voluntary agency representatives. As such, he has been very active in promoting overseas the case for resettlement of Vietnamese refugees who arrived in Hong Kong. In 1979, he toured United States and Canada, and in 1980 he visited countries in Western Europe.

Dr. Stumpf is a Lutheran pastor who has been engaged in social work in Hong Kong for 30 years. Besides involvement in helping the blind and leading Hong Kong's Anti-Narcotics Campaign, he was prominent in promoting the resettlemer.t of White Russian refugees. In 1980 he was awarded the title of Hong Kong Citizen of the Year, end in the Queen's Birthday Honours List this year, he was made a 30.
