This serves to let you know how the visit of Prince Sadruddin to which you referred in your telegram 001 of 8th September developed regarding the refugee problem generally.

For obvious reasons, we decided to treat this enquiry simply in terms of the Vietnamese refugee question, and deliberately ignore any implication that it could be taken. to cover illegal immigration from China, which would naturally be a delicate point for us. In discussions with him he readily understood this.

When Sadruddin was here the Governor, gave him a drift of what we had in mind copy enclosed. We said that if the paper seemed to Sadruddin to be the sort of thing he wanted, we would arrange to transmit it to the UN through you in Geneva. Sadruddin has now written to thank HE for the paper, which seems to meet his needs without further modification. We therefore propose to take no further action on his inquiry.
