I discussed this with David Ford. disappointed with our conclusion. I explained to him that it might be modified if the Hong Kong Government were making a contribution. He understands this and confirmed that the Governor had said, since Mr Davies wrote on 9 October, that it was still a possibility. He said that he would tell Hong Kong what our thinking was and ask if they wished to change this view.

I agreed that we would hold this until we heard from him again.
