Could we not at least begin to steer opinion in this direction? Whether it is the 'push' factor or the 'pull' which is the dominant one, the knowledge that eventual resettlement is available must be a considered factor in the final decision. Any policy which diminishes that prospect, hard hearted though it may be, would presumably give some potential refugees at least second thoughts.
