Mr Richard D Vine, Director of the Bureau for Refugee Programmes at the State Department, called on my Ambassador when he was here to lead the US Delegation to the recent ICM session. One of his comments is worth recording.

The conversation came round to the US intake of refugees. Mr Vine said that there would soon be a drastic cut in the annual quota of cases they were prepared to take. It was not a question of finance; money was available. In fact the US Treasury would be quite prepared to provide funds to help settle refugees in those countries which were prepared to increase their quotas. Their difficulties were concerned with placing ever increasing numbers of refugees into communities. The US annual intake would, therefore, soon be drastically reduced. He envisaged a maximum figure of 50,000 a year and although this target would not be reached during 1982/3 he was confident that it would be, provided there were no new mass. exodues, by the following year.
