I have the honour to refer to resolution 29(NII) adopted earlier this year by the United Nations Commission on Human Rights, referring to "the scale and magnitude of the exoduses and displacements of populations in many regions of the world" and inviting the Chairman to appoint a Special Rapporteur to study the question of mass exodus. I enclose a copy of the resolution, which was adopted by consensus, and of the United Nations press communiqué announcing my appointment.

In view of the fact that Hong Kong has been faced with the problem of mass influx, I would be very interested to hear your Government's views on the causes for this large-scale movement. In order that I might take these views into account in drafting my report, it would be most helpful to receive them in writing. Alternatively, should you consider it useful to arrange a meeting, either in Hong Kong or with your Office in Geneva, I should be grateful for an ication from you as to how you might wish this to be arranged.

As the report I am to submit is to be completed by the end of this year, I would hope to have the opportunity of learning your Government's views at the latest by November 1981.
