1. When you met Mr Ridley, you discussed what should be done now that the UK resettlement quota of 10,000 is almost exhausted. It was agreed that we would submit to Mr Ridley with a view to his writing to Mr Raison. I attach a first draft of such a letter and should be grateful for your comments.

I have discussed it in general with David Ford. See (88)

2. The letter is built around a draft Parliamentary state- ment. This contains a reference to independent sponsorship of the costs of reception centres and one year's resettlement into the community. Obviously, this would help to convince Parliamentary and other opinion that the off-take should continue. I should be grateful for any further thoughts which you in Hong Kong have on how such sponsorship might operate.
