Thank you for showing us the draft submission on a possible further quota.

I would like, if possible, to strengthen paragraph 3 in order to make ven clearer that the possibility of a proposal for a further quota remains open. Mr Stitt and Mr Williamson have discussed possible variations of the wording. I suggest that the following would be reasonable:

'In the light of these considerations I do not yet wish to recommend that we enter into a further commit- ment to Hong Kong. At the same time it will obviously be important to keep the position under review and I will report again at the beginning of June when the progress of the offtake from Hong Kong, by ourselves and others, will be clearer.
We have discussed the terms of the submission with Mr Lyne who accompanied the Secretary of State on his tour to Hong Kong. Mr Lyne suggests that it would be helpful to tell the Governor in advance of the general terms of our submission. I agree. I attach a draft telegram which could go to the Governor.
