in refugee. centres and controlling the taking of

employment.

The condition of stay that a Vietnamese

refugee must not without reasonable excuse refuse to

onable

accept an offer of resettlement elsewhere or fail to

comply with any requirement necessary for the

completion of the resettlement procedure, and the

condition of stay that a Vietnamese refugee card

must be surrendered when required to do so by an

immigration officer, apply automatically to every

Vietnamese refugee. Conditions of stay may be imposed

and varied or cancelled at any time. In the case of

a breach of any condition of stay, the Director

(i.e. the Director of Immigration, the Deputy

Director of Immigration and any assistant director

of immigration) is empowered to issue a warrant of

detention for a period not exceeding 28 days or to

cancel or vary any condition of stay.

New section 13B provides for appeals

against detention warrants issued by the Director

under section 13A which may be determined by the

Secretary for Security or the Deputy Secretary for

Security.,

5.

New section 13C empowers the Secretary for

Security to designate refugee centres and to make rules for Vietnamese refugees residing in refugee

centres. Such rules may provide that a contravention

of any provision thereof may be punished by the

imposition of a penalty of $100 or by confinement for

7 days.
