1. I have discussed the latest Hong Kong telegram with the Chief Clerk and Mr Burns. It is agreed that it would not be good tactics to go now for a new quota for Hong Kong, even on the restricted lines suggested by the Governor. We should, however, make clear in the submission and letter to No 10 that Hong Kong does have considerable concerns and that the potential problems (eg of the net outflow being reversed) are considerable. The Secretary of State's decision on reverting to a possible future quota should be firmly stated and in the submission we should make clear that we have in mind re-examining the problem in late June.

2. Would Mr Williamson please propose changes to the existing draft submission and letter (the latest Hong Kong telegram should be one of the flags). Mr Burns wants to put this to Mr Donald if possible this evening.

We should also be ready to send a telegram to Hong Kong / in reply when the submission has gone up and the Secretary of State's views are known.
