VIETNAMESE REFUGEES IN HONG KONG

1. We have read with interest ExCo Memorandum No XCC(81)46 dealing with conditions of stay for Vietnamese refugees in Hong Kong. We note that UNHCR, presumably in Hong Kong, have been consulted and agree with the proposals. However, just in case they excite UNHCR Headquarters we should be grateful if you would put UKMIS Geneva in the picture.

2. I would only add that we fully understand why these steps are necessary.
