The Prime Minister has seen the Foreign and Commonwealth Secretary's minute to her of 12 May on this subject.

The Prime Minister is not willing to see the quota increased above the present figure of 10,000. She has noted that those picked up at sea were originally to count against the quota. Now that this decision has been relaxed, there can be no question of accepting an increase in the quota itself.

I am sending copies of this letter to John Halliday (Home Office), John Rhodes (Department of Trade) and David Wright (Cabinet Office).
