The Vietnamese Government's view of the latest exodus

is not clear, but officials at central as well as local leve

are clearly turning a blind eye to it, and some are again

exploiting the refugees. Officials of the Vietnamese Public

Security Service (PSS) patrol the beaches, using speedboats

to intercept refugees along the thousand-mile long coast-

line.

There are reports of them charging five taels of gol

per boat to let the refugees through.
