We spoke earlier this morning and as promised, now enclose a copy of the minute I put to David after attending JCRV on 1st July.

I hope I am wrong but developments on the VR front me with gloom. It would be very much appreciated

fill if you could kindly :

(a)

ensure that refugees for the balance of the 10,000 quota continue to be drawn from Hong Kong centres and on the original criteria, ie not limited to family reunions, so that new arrivals to Hong Kong would also qualify for selection;

(b) secure some semblance of a continuing UK

commitment, not just to persuade USA or other potential resettlement countries but also, perhaps even more importantly, to convince Hong Kong that UK does care.

I am going home to Hong Kong at the end of the month, for leave and duty. I do hope we can manage a little get- together before then. Until then, personal regards,
