I should be grateful for your agreement to the attached draft brief on Vietnamese refugees for this visit. It has been cleared with the Home Office and SEAD.

2.

The Governor will be telegraphing the Secretary of State at the end of the month putting the Hong Kong position. Lord Carrington will review the position in Hong Kong with a view to recommending what should be done by HMG after the existing quota expires.

3.

For the steering brief, required by NAD today, I recommend that we should say:

'A defensive brief on Vietnamese refugees in Hong Kong is included (Brief No 7). HMG are grateful for what the US has done in Hong Kong and will be reviewing its own programme after Lord Carrington's visit in March.'
