1. Thank you for your letter of 22 December.

2. We were of course conscious that Vietnamese refugees who had been settled in China were included in the answer to Dr Marshall MP. As you may know he has asked similar questions before when these people were also included in the replies. It seemed sensible therefore to do so this time, the alternative being to qualify the reply by saying that they had been excluded. We decided that on balance it was probably better to avoid such a reference.

If you would prefer us to omit these particular refugees in future we will do so, but we would, the first time at least, have to qualify the answer in the way I have mentioned.
