Members will be asked to advise whether the following proposals should be implemented in place of the Green Paper SID scheme:

(a)

(b)

to provide for extended sickness benefit and a death grant under the Employment Ordinance subject to conditions described in paragraphs 15 and 17; and

to introduce a non-means-tested death grant under Special Needs Allowances subject to conditions described in paragraph 18 and the voting of the necessary funds by the Finance Committee of the Legislative Council.

(The Secretary for Social Services (Mr E. P. HO), the Director of Social Welfare (Mrs Anson CHAN) and the Commissioner for Labour (Mr J. C.A. HAMMOND) will attend before the Council for the discussion of this item).
