One priority item the Standing Commission is currently studying is the Civil Service Pay Policy on which it has issued a Consultative Document to all civil servants, civil service unions and
private sector organisations. As part of their preparation and research, the Commission was given a briefing on the lay/MSL method of job evaluation by the Managing Director of the local region. In addition, Mr Vernon Morgan, Director of the United Kingdom Civil Service Pay -
Research Unit was invited to visit Hong Kong to advise on the present
system. Following receipt and analysis of comments on the Consultative Document, the Commission will in due course advise the Government on
pay policy and job evaluation.

The formatin of a Federation of Public Service Unions, or preferably of public professional employees' associations should be encouraged, by way of assistance for common educational and possibly research services and for cooperative housing schemes

Under the new consultative/negotiating structure recommended in the Standing Commission's Report No.4, due regard will be paid to such civil service staff unions as the Hong Kong Civil Servants General Union
or the Liaison Office of Public Service Unions, irrespective of whether they were registered under the Trade Unions Ordinance as federal unions or not. At this stage, however, the role of these unions in the new
structure is still uncertain.

It should also be noted that since. 1952 the Government has
provided assistance to civil servants to form cooperative housing schemes. Nost of these schemes are run by groups of staff forming themselves into Cooperative Societies, rather than by staff unions. Only very recently have civil servants' unions, e.g. the Hong Kong Chinese Civil Servants Association and the Local Folice Inspectors Association, undertaken responsibility for cooperative housing projects for their members.
