1. I attach a copy of a self-explanatory telegram from Hong Kong. Mr Daly of MAED tells me that this is something with which you deal.

2. On previous occasions when this question has arisen, in November 1979 and May 1978, approval has been granted for the carriage 'as a specific, one-off operation'. I should be grateful for your advice as to how the present request should be answered.
