The Terms of Reference required a preliminary identifi- cation of obstacle limitation surfaces and probable limitations on building heights on the mainland and Lantau Island. Figure 14 (next page) indicates the areas where structural heights should be controlled, but controls will not constrain land development to any degree. The zone indications are a simplification of a more detailed chart provided to the CAD which indicates specific development height restrictions. Similar charts have been provided relating to waterborne navigation in the airport area.

The study also developed preliminary requirements for an air traffic control system, definitions of airspace reserves, and typical procedures for operation within the terminal area. Typical Standard Instrument Departures, Standard Terminal Arrival Routes, and Instrument Ap- proach Procedures are included. Figure 15 illustrates typical northeast departure and arrival routes.

The operation of Chek Lap Kok to its maximum capacity will depend on the pace of technological developments and their ac- ceptance within the aviation community. Therefore, the Consultants have recom- mended a programme of dialogue with appropriate sectors of the air transport industry to search for a consensus of industry opinion about these programmes. In the Consultants' opinion, the site can support a system of multiple runways to their maximum potential when the need to do so materializes. Nevertheless, the subject must be thoroughly explored with the future users of the replace- ment airport system.

A physical model of the colony's terrain, and the principal approach and departure tracks to and from the replacement airport site, has been delivered to the CAD. This model illustrates the operational capabilities of the site and clearly depicts the lack of operational constraints.
