10. As the draft paper says, the master plan consultancy did not
go to the German group. There were three short-listed consortia :
British Airports International Ltd (BAI) jointly owned by British
Airports Authority (BAA) and International Aeradio Ltd (IAL);
Parsons Overseas (American-owned with involvement by the British
Civil Aviaiton Authority); and another American group. The
consultancy was awarded to Parsons. Apparently the BAI presentation
was not a great success. This is a disappointment but there will,
of course, still be important opportunities for British firms after
the consultancy is complete, eg in air traffic control equipment.
