Background
3.
Kai Tak Airport will reach capacity at certain hours of the
day in 1985/86. It cannot be expanded to meet the projected demand
in the 1990s; it must be replaced.
Consultants have advised that
the most suitable site for the new airport is at Chek Lap Kok
Island just to the north of Lantau Island.

No firm decision has yet been made on this but it will
have to be made by the end of this year. The issue has been
complicated by a suggestion by Hong Kong businessmen that the
replacement airport should be built at Shenzhen in China just
to the north of Hong Kong. This suggestion was supported by a
small but significant minority of members, led by Sir S Y Chung,
when it was discussed in the Executive Council (EXCO) in September.
The Hong Kong Government sought our views on this suggestion
in a letter of 12 September. I replied (after consulting you and 1980
Sir E Youde) on 30 September, confirming that we agreed that
there were strong arguments against the China option.
