THE PROPOSED SITING OF THE REPLACEMENT HONG KONG INTERNATIONAL AIRPORT IN CHINA

INTRODUCTION
On 27th May 1980, after considering Memorandum XCC(80)70, the Council advised and the Governor ordered:
"that further studies, investigations
and planning should be undertaken forthwith in respect of Chek Lap Kok as the potential site for Hong Kong's replacement international airport, subject to the provision of approxi- mately $150 million in necessary funds by the Finance Committee of the Legislative Council,"
Action has been initiated to implement this decision.

Since then, there have been suggestions that Hong Kong's replacement international airport should be located across the border in China rather than within Hong Kong. These suggestions have come generally from Hong Kong businessmen. There have. also been some indications of interest by officials in Guangdong and indirect attempts by them to sound out the attitude of the Hong Kong Government.

During the official visit of the Financial Secretary to Peking in early May 1980, Vice-Premier, Gu Mu, mentioned the possibility of an airport at Shum Chun to him. The Vice-Premier said that various businessmen had suggested that an airport at Shum Chun might be undertaken as a joint project by Hong Kong and China and that the subject could be discussed. The Financial Secretary undertook to consider the idea. There are indications that the Vice-Premier is continuing to take a close interest in this proposed scheme.
