Water. Mr Zeng said the letter from the Director of Water Supplies had not yet been received. There had been an agreement last year. Guangdong would do its best to implement this agreement. Mr Fu Fen intervened to say that, although the letter had not yet arrived, they were aware by telephone of the problem. The water authorities in Guangdong were already studying it.

Mr Zeng added that they would do whatever could be done. If there were difficulties, they would let the Hong Kong side know.

Rabies. Mr Zeng said they had heard that Hong Kong had offered to supply vaccine to Shenzhen. The latter were now studying the question to see how much was needed. Mr Fu added that a meeting had earlier been suggested for May. The CS said that April or May would do. Mr Zeng commented that the rabies situation seemed better this year than last. So far this year (1981) there had been no case of rabies (i.e. in humans: there was no record of rabies in dogs) in Guangdong. Last year seven people had died.

Airport. Mr Zeng said that, if talks were necessary about the use of airspace, these could be arranged with the civil aviation authorities through NCNA.

Vietnamese refugees. Mr Zeng said there was an agreement in principle about accepting back those who had settled in China. The Chinese would act in accordance with the agreement. How many were there still to go? Dr Wilson said there were some 2,400. The CS added that some had been in detention for a long time. We were anxious to get them back. In addition we wanted to return quickly the recent arrivals from Ping Sha as an example to others.

Mr Zeng concluded by saying that it had been a useful meeting. They would have to stop now so that Sir Jack and party could get to the Hot Springs.
